Banks and asset management firms in the euro zone should prepare themselves for the possibility of a hard Brexit, which would limit access to the European Union (EU) single market for the United Kingdom, the governor of the Bank of France at a Brexit round table held at the National Assembly and reported by Reuters.“I think it is important for banks and insurers in the euro zone to start planning an alternative strategy in case of hard Brexit,” said François Villeroy de Galhau. Also speaking at the session, the chairman of the French financial market authority ( Autorité des marchés financiers, AMF), Gérard Rameix, estimated that the financial sector was most exposed to risks related to the divorce of London and the EU. “I don’t see Brexit as a shock to the euro zone (which would be) systemic … I don’t even see a real threat to financing the economy,” he said. “However, there is a high risk … of reduced efficiency in the European financial system and thus of increased costs both for providers and for investors,” he added.

LaBChain, the first banking, finance and insurance consortium dedicated to Blockchain technologies, founded in December 2015 by the Caisse des dépôts, has unveiled its first work with non-cash collateral management for securities lending with Blockchain. In addition to the CDC, the members for the test include Crédit Agricole, CNP Assurances, Natixis AM Finance and Octo Technology. The financial sector is generally highly interested in Blockchain, which may allow it to automate some transactions and improve transparency. The consortium has developed a platform on Ethereum, which has allowed it to test the use of smart contracts in particular, and the implementation of a financial middle-office function in Blockchain to automate execution of the contract. The technical, regulatory and organizational impacts of this have been evaluated. The consortium indicates that although the Ethereum ecosystem still needs to develop, “it is functional and easy to use.” According to the statement, “the architecture without a trusted intermediary is in keeping with the promise of decentralised trust. However, the limits inherent in the principles of constructing a Public Blockchain may restrict the eligible use cases, in particular where questions of confidentiality of transactions and authentication in particular are concerned.” Work will therefore continue. Many banks and a number of asset management firms worldwide have begun use testing Blockchain, a technology used for the virtual currency Bitcoin.BNP Paribas has recently announced that it will be using the technology to offer a service for management and trading of unlisted corporate securities purchased via participative finance websites.
