In other words, the regulator wants to limit as much as possible the systemic risk of a sector that weighs heavily on the proper functioning of developed economies. The FSB introduces fourteen recommendations, which are the culmination of two years of work and a consultation launched in June 2016. They cover four major headings: liquidity issues, fund leverage, operational risk and securities lending. In general, the recommendations aim to increase information and transparency for both market gendarmes and investors. On the highly-provided side of liquidity for example, the FSB recommends that the full range of risk management tools be made available to investors. The Board also indicated that it had reviewed its recommendations on liquidity in the light of the consultation, by encouraging the supervisory authorities to put in place sound reporting and to make better use of information relevant to guardianship and information relevant to investors. The FSB notes that the growth of the sector justifies the introduction of stress tests even though in recent years open funds do not appear to have particularly threatened financial stability. The Council also stresses the exploratory nature of stress tests at this stage. Recommendations on leverage focus on measuring and monitoring leverage within funds while those on operational risk ensure that management and risk management practices are tailored to the sector’s risk level for Financial system. The International Organization of Securities Commissions (IOSCO / OICV), which welcomed the FSB’s recommendations as an «important step» in addressing the sector’s systemic risk, will complement the work of the FSB by delivering its own recommendations on liquidity by the end of 2017 and on leverage by the end of 2018.(1) «Policy Recommendations to Address Structural Vulnerabilities from Asset Management Activities»
