The Cour des Comptes on 5 July released a letter sent on 19 June 2017 to the French ministers of the economy and of public accounts, concerning the financial transactions tax (TTF) and its management. There is one main observation: the TTF does not fulfil its objectives and its management should be improved. The French government is taking aim at three objectives with this tax: to help the financial sector contribute to the recovery of public finances, to exercise regulatory action on financial markets, particularly more speculative activities, and to initiative a wave of adhesion of of other member states to the project by the Commission. Though the budgetary returns from the tax are real, none of these strategic objectives which had been assigned to the tax are being achieved. The management and controlling of the tax need to be improved. The extension of its scope to day trading in 2018, under the 2017 finance law, runs up against some obstacles in implementation. The financial transaction tax adopted in March 2012 aimed mainly to make the financial sector participate in the recovery of public finances, to offset the assistance which it received during the crisis of 2008. It also aimed to limit or wite out particularly speculative activities: high frequency trading and acquisitions of contracts for difference (CDS) on European Union government bonds. The returns from the tax, which in practice totalled EUR947m in 2016, come only from the portion which deals with acquisitions of share or assimilated capital. Meanwhile, the tax was passed on in billing for transaction fees, and does not weigh down the financial sector, but instead clients of financial intermediaries. Disagreements between member states have also prevented the implementation of taxation throughout Europe. The extension of the scope of the tax also presents problems in the definition of its main, revenue-generating criterion, which is difficult to establish and therefore to control. The Court has formulated two recommendations, one of which is to revise the protocol passed by the tax administration concerning clearance of the tax by Euroclear France, to set the terms of controlling and recovery for the tax, and on the other hand, to bring the law into compliance with the remuneration terms set by the government with Euroclear France.

Natixis Asset Management, an affiliate of Natixis Global Asset Management, has said in a press release that investors have success fully purchased shares in Natixis AM’s funds through the blockchain-powered fund distribution platform for fund managers, FundsDLT. The news comes after the asset manager announced its intention to be the first asset management player in the industry to use the FundsDLT platform by using blockchain technology across several of its business lines.FundsDLT is the result of collaboration between Fundsquare (a subsidiary of the Luxembourg Stock Exchange), InTech (a subsidiary of POST Group) and KPMG Luxembourg. The platform is being developed to enable asset managers to sell funds through a new distribution channel, while significantly reducing administration costs and the time to process transactions for both asset managers and other asset servicers. FundsDLT will streamline a range of fund administration and order-routing tasks by using blockchain to automat e several processes in a secure manner. The model is applicable to a wide range of funds and does not depend on the jurisdiction. The successful execution means that, for the first time in the fund industry, investors are using a blockchain based platform to purchase real funds’ shares with real cash. First, the investors use the FundsDLT mobile app to submit the standard subscription order for the shares. Via the API the order is transmitted to the FundsDLT platform and the information is immediately and simultaneously transmitted using blockchain technology to Natixis AM and the other parties involved in the transaction, each one having its own node on the FundsDLT blockchain. The transfer agent – in this case CACEIS – is the first to act by confirming the transaction and logging it as “approved” or “declined”. Approval triggers the clearing and settlement processes: all of which take place on the Funds DLT platform. This change in the distribution chain marks a real revolution for distribution activities. The cash and payment process was handled using S-money (part of Groupe BPCE). Investors topped up their S-money account with sufficient funds to cover the transaction before completing the order. S-money APIs were a major contributor to this success, as they allowed for the movement of money via state-of-the-art technology. This real transaction has paved the way for a new financial services model.

Asset management firms have introduced new products in Italy, as well as a vast commercial culture which is facilitating better and more effective sales of products, says Alessangro Negri, head of sales for Symphonia SGR, at a round table held by FundsPeople Italia. “Sometimes, if we look in detail, many strategies at foreign asset management firms work extremely well, though they have performance which is in line with, or slightly worse than, those of Italian managers. To do that, they combine strong orientation to results and performance with excellent storytelling abilities. Their marketing budget is often impressive, and they have well-prepared salespeople who manage successfully to get a foot in the door in the world of distribution,” Negri adds. Negri says the success story Italy should look to is that of France, where thanks to a highly business-oriented mentality and valid products, some French asset management firms have recently managed to conquering significant market share in other European countries, which is not the case in Italy. “One of the problems I have encountered as an Italian asset management firm is that Italian-registered funds are not accepted by many distribution partners abroad, and worse, sometimes not in Italy. … We can have the best product, but if it is structured as an Italian-registered vehicle, we cannot sell it successfully. So we are heavily penalised,” the manager says.
