Les assureurs vie français ont enregistré en février une collecte de 2,3 milliards d’euros, signant un troisième mois consécutif de collecte nette positive après une année 2012 difficile. Selon les chiffres de l’Association française de l’assurance (FFSA et Gema), la collecte nette de l’assurance-vie ressort à 6,1 milliards d’euros sur les deux premiers mois de 2013, après une décollecte de 3,6 milliards d’euros en 2012. A fin février, le stock d'épargne gérée dans le cadre de contrats d’assurance-vie s'élevait à 1.405,5 milliards d’euros. « L’assurance-vie bénéficie de la stabilité de son régime fiscal et du moindre engouement pour l’immobilier », commente dans un communiqué Philippe Crevel, secrétaire général du Cercle des épargnants. « La baisse du rendement du Livret A a également joué à la marge en faveur de l’assurance-vie », ajoute l'économiste. L’assurance-vie a ainsi collecté davantage que le Livret A en février, ce qui n'était plus le cas depuis plusieurs mois.
Dans le cadre de sa politique d'élargissement de son univers d’investissement et en conformité avec les cinq valeurs de sa charte ISR, l’Etablissement de retraite additionnelle de la fonction publique (ERAFP) vient d’attribuer 1 mandat actif et 2 mandats stand-by de gestion de Fonds de Fonds multi-actifs. L’ERAFP a lancé en juillet 2012, un appel d’offres restreint dont l’objet est la gestion d’un fonds de fonds Multi-actifs ISR. A l’issue de la procédure de sélection, l’Etablissement a décidé d’attribuer le mandat actif à Amundi. BNP Paribas Asset Management et Neuflize OBC Investissements sont les gérants suppléants. Suivant une approche fondamentale, sans contrainte de benchmark, le gestionnaire construira son portefeuille en respectant un processus de gestion rigoureux d’allocation d’actifs et de sélection de fonds qui inclura le respect du dispositif ISR de l’ERAFP. Le Titulaire cherchera à maximiser la performance tout en limitant la perte du portefeuille sur une année grâce à une gestion en budget de risque. A titre indicatif, les montants investis à un horizon d’un an pourraient être de l’ordre de 150 millions d’euro, pour tendre vers 300 millions à horizon de trois ans. La durée initiale du marché est de quatre ans avec la possibilité pour l’ERAFP de reconduire le marché pour deux périodes successives de deux ans chacune.

Les promesses de ventes immobilières aux Etats-Unis ont été en baisse plus forte que prévu en février, affectées par une pénurie d’offre, sans pour autant marquer un arrêt de la reprise du marché, selon les chiffres de l’Association nationale des agents immobiliers (NAR). L’indice des promesses de ventes calculé par l’association a baissé de 0,4% en février par rapport au mois de janvier, à 104,80, après une hausse de 4,5% en janvier.

Rome a révisé en légère hausse sa prévision de déficit budgétaire de 2014, qui représenterait dorénavant 1,8% du PIB au lieu de 1,7% tel qu’annoncé la semaine passée, indique un document gouvernemental révisé. Avant d’annoncer ses nouveaux objectifs économiques jeudi dernier, le gouvernement anticipait un déficit budgétaire de 1,5% du PIB en 2014. Le déficit prévu pour 2013 est confirmé à 2,9% du PIB.
Le Trésor italien a emprunté un montant total de 6,9 milliards d’euros, proche du haut de la fourchette visée. 3 milliards d’euros de titres à dix ans ont été placés à un rendement de 4,66%, le plus bas depuis janvier mais supérieur à la moyenne de 4,49% des douze derniers mois. Pour sa nouvelle obligation à cinq ans, Rome a consenti son plus haut rendement depuis octobre pour sa nouvelle obligation à cinq ans (3,91 milliards d’euros), à 3,65%, contre 3,59% lors de la dernière opération de maturité comparable le 27 février. Le taux de marge des entreprises est tombé à 27,7% au quatrième trimestre 2012, en baisse de 0,5 point, et revient au même niveau qu’au premier, a indiqué l’Insee. Sur l’ensemble de 2012, il s’inscrit en moyenne à 27,9%, soit un plus bas depuis 1985, contre 28,5% en 2011. Annoncées initialement en hausse de 0,2%, les dépenses de consommation des ménages ont quant à elles diminué de 0,1% sur le dernier trimestre. L’Etat belge envisage de vendre sa participations dans BNP Paribas pour réduire son déficit budgétaire, rapportent mercredi les quotidiens De Tijd et L’Echo. Of this total, the industry will pay GBP391.5m, taking into account fines collected by the FSA, and the FCA business plan suggests that 30% of this total will be paid by investment advisers, mortgage advisers and general insurance brokers.

The BaFin has given its green light to the sale of the Global SmartBeta Credit Bonds subfund from Axa IM’s Luxembourg sicav Axa WF in Germany. The fund is designed for institutional investors and managed by Damien Maisoniac in Paris (see Newsmanagers of Feb. 13th).The product belongs to the «buy & maintain» strategy which has some EUR200bn under management, out of the EUR300bn which Axa IM manages in the fixed income space.

Legal & General Group Plc on Tuesday said it has agreed to acquire the 75% share capital of Cofunds Holdings Ltd which it does not already own, for a cash consideration of GBP131m. The transaction will be financed out of L&G’s existing cash resources. The acquisition values Cofunds at GBP175m and is subject to regulatory approval. The transaction is anticipated to complete in H1 2013, and to be earnings accretive by the end of 2014. Cofunds and Investor Portfolio Service («IPS») will form a new business unit within the Savings division. According to L&G’s presse release, Cofunds is the UK’s largest investment platform for financial services and has over GGP50bn of assets under administration, and a share of 22% of the UK investment platform market.

TCI has decided no longer to pay a part of its commissions, of about one third, to the TCI Foundation, an organisation into which it has been paying money since its debut in 2004. It is also discontinuing its donations of 0.5% of its assets under management when the fund earns returns of over 11%. According to one source, TCI has decided to discontinue the practice “largely because the foundation has achieved sufficient size.” The TCI Foundation was thought to have about GBP2bn in assets under management as of August 2011. It has paid slightly under 2% of this amount to charitable causes.
