Standard & Poor’s is concerned. Despite repeated calls for discipline in the market, from bankers among others, the behaviour of the markets has not necessarily been any more reasonable. “Is history repeating itself on the European high yield market?” asks Standard & Poor’s in a release published on 21 October. The agency thinks that weak returns on money markets and bonds in the investment grade category could drive investors into the high yield market. According to Standard & Poor’s, market data suggest that these investors are not genuinely taking account of the credit risks in their investment decisions, in light of the very tight prices for new issues and the reappearance of transaction terms which are unaccommodating to lenders. Since the beginning of the year, high yield lenders have issued EUR17bn in bonds, compared with EUR19bn in 2007, before the market was paralysed by the crisis. The market was on the verge of death last year after a record number of issues totalling over EUR30bn in 2006. Of the eleven issues since July on which Standard & Poor’s has statistics, nine of them are trading above their initial value, and seven are trading below it as of 20 October 2009. Strong demand is also reflected in the rise of the iTraxx index, which stood at 279 basis points as of 15 October. The last time the index was at this level was in June 2008, before the Lehman Brothers bankruptcy.

The Munich-based agency oekom research has found at the conclusion of its annual sectoral study of the chemistry industry on the basis of environmental and social criteria that the sector has made virtually no progress since last year’s study. On a scale from A+, the best possible score, to D-, the worst, the average rating for the 24 largest publiscly traded chemistry firms in the world came to C. The three best-rated firms, with ratings of B-, were the German firm BASF, the American Praxair, and the German Linde Group. In general, oekom research points out, the considerably improved effectiveness of new products is offset by a considerably higher degree of risk, and the replacement of products by less environmentally damaging substances is too rare and too slow. In addition, transparency about the contents of products and in relation to toxicity tests is insufficient.
